He was 26 when he was executed.HOUSTON, Texas (AP) — Doubts are being cast on the guilt of a Texas man executed more than a dozen years ago after the crime’s lone witness recanted and a co-defendant said he allowed his friend to be falsely accused under police pressure, the Houston Chronicle reported Sunday.

Ruben Cantu was 17 in 1984 when he was charged with capital murder in the fatal shooting of a man during an attempted robbery in San Antonio. The victim was shot nine times with a rifle before the gunman unloaded more rounds into the only eyewitness.

The eyewitness, Juan Moreno, told the Chronicle that it wasn’t Cantu who shot him. Moreno said he identified Cantu as the killer during his 1985 trial because he felt pressured and was afraid of authorities. (Watch the reporter investigating the case — 3:16)

U.S. Army Col. Larry Wilkerson said he does not know "if the president was witting in this or not."WASHINGTON (CNN) — A former top State Department official said Sunday that Vice President Dick Cheney provided the "philosophical guidance" and "flexibility" that led to the torture of detainees in U.S. facilities.

Retired U.S. Army Col. Larry Wilkerson, who served as former Secretary of State Colin Powell’s chief of staff, told CNN that the practice of torture may be continuing in U.S.-run facilities.

"There’s no question in my mind that we did. There’s no question in my mind that we may be still doing it," Wilkerson said on CNN’s "Late Edition."

NEW ORLEANS, Louisiana (CNN) — New Orleans’ largest newspaper accused some federal lawmakers of considering the city a "burden" and called on the U.S. government Sunday to "fulfill the promises" it made before the most destructive hurricane in U.S. history.

The Times-Picayune, in a front-page editorial under the headline "It’s time for a nation to return the favor," also called on residents — whether at home or "still in exile waiting to return" — to lobby Congress.

"In Washington, there are some who say that the sacrifice is too great, and they urge us to set a date for withdrawal before we have completed our mission," Bush said Saturday. "Those who are in the fight know better."

Byron Dorgan of North Dakota says.WASHINGTON (CNN) — A whistleblower’s claims that reconstruction in Iraq has been rife with waste, fraud and abuse — particularly in regard to a division of Halliburton — will be turned over to the Justice Department, a U.S. senator said Friday.

Sen. Byron Dorgan, D-North Dakota, has championed the cause of whistleblower Bunnatine H. Greenhouse, a former high-ranking civilian employee of the U.S. Army Corps of Engineers.

Comments by Rep. John Murtha, a hawkish Democrat, against the Iraq war surprised his colleaguesWASHINGTON (AP) — House Republicans sought a showdown Friday with Democrats on a proposal by one of their most senior members to force an end to the U.S. deployment of troops in Iraq.

Rep. John Murtha, D-Pennsylvania, offered the resolution demanding a pullout. The GOP-run House was expected to reject it — and make a prominent statement about where Congress stands on Iraq — as the chamber scurried toward a Thanksgiving break.

"We’ll let the members debate it and then let them vote on it," said Rep. Roy Blunt, R-Missouri, the acting majority leader.

House Minority Leader Nancy Pelosi’s office had no immediate comment.

Turner was CIA chief under Jimmy CarterLONDON, England — Former CIA director Stansfield Turner has labeled Dick Cheney a "vice president for torture."

In an interview with Britain’s ITV news Thursday, Turner said the U.S. vice president was damaging America’s reputation by overseeing torture policies of possible terrorist suspects, the UK’s Press Association reported.

"I’m embarrassed the United States has a vice president for torture," Turner said, according to ITV’s Web site. "He condones torture, what else is he?"

Turner said he did not believe U.S. President George W. Bush’s statements that the United States does not use torture.

 Suicide bombers kill at least 56 in IraqBAGHDAD, Iraq (CNN) — As debate rages in Washington over the U.S. military presence in Iraq, suicide bombings killed scores of people Friday in Baghdad and in the eastern city of Khanaqin, near the Iranian border.

The Khanaqin carnage occurred when two suicide bombers detonated near or inside two Shia mosques early Friday afternoon, Iraqi police said.
